Confusing word, tell:

   * Narrate, express in words: tell the story.
   * Inform someone of your understanding: tell the facts. 

Confusing word, speculate:

   * Speculate: telling each other stories about what the facts might be. 

Although, let me tell you, people often speculate without telling (themselves or others) that this is what they are doing. The internet is littered with speculative tales that purport to tell the facts.
